PLO5 player limit fixes

PLO5 should not count away players as seated for PLO5. When i host games, i usually sit AFK at a table for 1 chip. Pnow should allow 8 other players to sit at the table with cards. It should instead block the function of returning from the Away State and return an error message until a player quits.
